You need a lot of static electricity, very dry day, and lots of rubbing of the right materials, or better yet, a belt driven static generator.

Plus, you need to balance the can precariously so that the small push given by the static charge will move it.

Balance the can carefully on a well insulated material, perhaps on a stack of plastic disks like poker chips, then try different materials, like a nylon rug.
