First of all, what are you using? Zetaboards? Invision Power Board? PHPBB? Pick one of those, Zetaboards and PHPBB are both free, but PHPBB requires you to install and maintain and update the software, which if you aren't tech savy, I suggest going with Zetaboards.

Zetaboards can be found by a quick google search. After you have your forum software and installed and up and running, you have to decide what kind of place you will have, will it be downloads? streaming? discussion?

Tailor your forum to what you want. Do you want a place where you can talk about Special A or Persona. Trinity Soul? Or even Soul Eater? Then make your categories around that, maybe take names from an anime you like, create forums and areas for people to interact and visit with each other.

If you want downloads, you have to find a host that suits your needs, there are plenty of free places out there that will allow you to host anime, it just takes a while to upload the episodes. Do you want discussions only? Well, create places to discuss. After you start getting it built and content up, start advertising, tell your friends and family, have them tell their friends and family, advertise on similiar places. Advertising an Anime Board on a knitting forum won't get you many hits, but on a Manga board, there might be people that like Anime there.

I will tell you this, it takes a lot of work to make it and maintain it, and if you are unfamiliar with coding and sitting and figuring things out, it will be harder.
