How to make (cheap) homemade tutus?

we want to make tutus that are cheaper and more fun than just buying them. HOW???

Buy a one piece swimming suit and a few yards of tulle. Measure the waist and triple the measurement. This is the amount of tulle needed, for one outfit. Fold the tulle in half lengthwise, sew a gather stitch on the fold and gather to the waist size. Sew the tulle on the suit.

The simplest version is one like this, with almost no sewing, if you just need the skirt part. You can get bridal tulle at any fabric store, including the WalMarts that still sell fabric, and it goes on sale regularly.
