how can you make an electric type pokemon learn volt tacke without the lightorb??? first answer ten points.

Only Pikachu/Pichu can learn Volt Tackle. And yes, one of the parents DOES need to hold the Light Ball in order to pass Volt Tackle to the offspring pokemon. Alternatively, some event Pikachu already come with Volt Tackle and a Light Ball such as the PBR Pikachu.
