How to make eyes healthier?

Question

Hi, I have recently been suffering from irritating (not physically,but it looks bad) a blooshot right eye. Even though I have cut down on staring at all forms of screens and don't smoke, I still seem to have them. Also my eyelids have tiny spots on them making them look unhealthy and they are always reaally oily. How can I make my eyes looks healthier (oil free and white)
