How to make free websites??

Question

i want to make a completly free website (none of those after charges)

and i want it to be like www.whateveritsays.com not any of that

example: www.rachel.webspawner.com stuff can i do that or would i have to pay? also list the website to make it at because i know some people wouldnt

You can get a free website with Microsoft Office Live Small Business - http://tinyurl.com/officelive . It has a free design tool that allows you to create web pages without coding. It has 500mb of web space and no ads. MS is giving a free domain name (a real .com) for the 1st year.
