How to make hair less fuzzy/frizzy in back of neck?

Okay, so my hair is pretty healthy. Its smooth and shiny. However, underneath the smoothness near the back of my neck is really frizzy. I tried frizz control and it wont work. I have no idea what to do!

use citre shine anti-frizz spray. it works pretty well. tresseme also has good products
