How to make links smaller?

Not using tinylink or anything. I mean where you have a sentence such as:

Don't Forget The Rules.

And, when you click rules, it takes you to the rules page. How do you do that?

Add more text description if you wish for the mouseover popup tooltip inside the title="" attribute.
