How to make my conure to stop biting?

i just got my conure yesterday . when i get him out of the cage hes a sweeeett heart. when hes on top of his cage or in it and i try to touch him he bites me and it hurts.! what can i do to tell him no to do that and that i wont hurt him!!!!1

Just yesterday?  It's going to take a lot longer than that to gain his trust.  Socialize him every day by talking with him.  Take baby steps, and build the relationship gradually.
