How to make my group's messages always short by topic?

those settings are per member- you can only set this for yourself but it is not a group setting.

those settings are

Most Recent Messages  (View All)

(Group by Topic)

or

Topic  (List as Individual Messages)

this is a personal member choice

If posters tend to ramble on all you can do is request they make their posts short and to the point.

Do you mean short or sort?

If you mean short, then all you can do is post a message asking all members to try to keep their messages short and to the point when they post a message.

If you mean sort, as in sort by topic, then log in to your Group's web site.  Then click on Messages on the left-hand side of the page.  Then click the Group By Topic link at the top of the message list.  Your preference for Group By Topic will be remembered on the web browser you used for seven days; you should only need to set this again in the future if you switch web browsers or if you go more than seven days without logging in.
