How to make it without using masking tape and plastic wrap ?

If you mean something just to disinfect the water, you can get a clear plastic 2-liter bottle, fill it with the water and cap it, and leave it in the bright sun for 4 hours.  The UV and heat will kill all the parasites.

If you mean remove salts or dissolved poisons, that's a different matter.
