now from bsnl land line phone you can do STD by dialling 95 - Std Code(city code) - local number

for example you are in meerut then dial 95121-local number

above ans is ok but was only for within State.

you have to contact with your service provider they will allow you to call STD facility. Also there is a "0" facility. better you call to your customer service.
