Implement quality assurance audits to ensure employees and consultants understand and remain in compliance with Federal ISO 900 standards by ensuring "understanding" through training, focus groups, surveys/questionnaires, written and verbal interviews and audits, to mitigate risk and through proactively "doing" these procedures you can have a base line and a clear and reachable outcome to measure success of the implementation for compliance purposes.  

    It's all about testing for understanding and make sure the procedures are second nature by stringent oversight.  You can instill a reporting system for areas of non-compliance and make a case for further training or other corrective action.
