How to move bushes in pokemon emerald?

there is a bush in pokemon emerald south of fortree city and they say if you move that bush you can go in I'm really eager to get in there but i need to move that bush

Are you talking about the bush in the patch of grass near the bridge???

If so, I think you are talking about Secret Bases, right?

You can get into the bush if you use Secret Power (it's a TM can can create 'holes' in caves and bushes and vines to access certain trees)

The TM can be gotten at Slateport Market or at one of the routes near the ashy, 'snowy' area (before Fallabour Town) where a guy from the Slateport Market is standing in front of a tree.

If you talk to him, you can get the TM Secret Power and can 'enter' the bush. Never really heard of 'moving' the bush. Hope this is what you're looking for.
