How to obtain malaysia permanent resident ?

i am iraqi citizenship , had been staying here for about seventeen years , i immigrate to malaysia when im four years old with my family, currently im a college student , my malay language are very fluent more than my arabic language , cause you know i've been here since i was child , what i had read from the ( pengajian malaysia book ) , it says you can obtain permanent resident if you stayed in malaysia for 5-6 years while you can obtain the citizenship if you stayed in malaysia for 10-12 years, but now i've stayed here for 17 years and i've got nothing , me and my family have to renew our visa every years , where is the rules ? had the goverment change the rule ? and can anyone help me with my problem about the goverment rule for permanent resident , and despite i've opened the kementerian hal ehwal negeri and jabatan immegration malaysia and it didn't mention anything about the period , so where i can find it ?

    Those applying for citizenship by registration must have "an elementary knowledge of the Malay language". Those applying to become naturalised citizens must have "an adequate knowledge of the Malay knowledge" and have resided in the country for ten of the past twelve years, including the twelve months immediately preceding the application. These requirements are set out by Part III of the Constitution; however, as there is no objective definition of what constitutes elementary or adequate knowledge of Malay, in practice, the tests are often subjective, sometimes even varying in whether a written knowledge of Malay is required.

    do know that Malaysia does not allow dual citizenship .
