How to open a rent a car in Los angeles, CA?

me and my partner are trying to open a luxury rent a car in valley area because there is none. So, i thougt if anyone had any experience in this field. I would love to get any feed back on what to and no to do. We are trying to open accounts with local luxury dealerships and hotels. Any proffesional feedback with real experience would be really apriciated.
