We have been living in Singapore for a few years now and my wife wants to open a Russian restaurant here. What are the legal permissions and formalities required to open a restaurant in Singapore?

First of all, your wife needs to register her planned restaurant business with Accounting and Corporate Regulatory Authority (ACRA).  Once the business has been registered, you need to find a space for your proposed restaurant business and apply for a Food Shop license from the National Environment Agency (NEA).
