How to open the sootopolis gym door and sky pillar door in pokemon emerald?

Im stuck I can dive and surf

if you have the 7th badge, go to Steven's house in Mossdeep City and he will give you HM Dive.

find a deep area dive and go towards sootopolis and you will see a cave go in use dive and you will be in sootopolis sky pillar open after sootoplis

Go to Mossdeep city surf south untill you reach a (very) large area of underwater dive search around until you find a underwater cave in it there is the stolen submarien rise up there is Aqua second hidepout go in go through to maze when you reach the end beta the boss get out of the cave fly to sootopolis. Then you can go to sky pillar and after you do to quest you can go in the gym
