How to originate the main engine whom engross the bandwidth fast & accurate plz?

There are a lot of computers in the local area network, this period of time have the situation which frequently the net fast slows down suddenly. It is estimated that has the network threat, or arp/ddos attack? Or some people are using some downloading tool, but it is a waste of time if we have to inspect the computers one by one,and it will must be very slow. I demand some good solution... Being deeply grateful ......
