It can be done but it usually does not hold up as the surface of the tile is normally to smooth to allow the paint to adhere correctly. May I ask why your wanting to paint over tile? also have you looked into epoxy refinishing it is a spray on product. and comes in many colors. you can find it in the phone book under bathtub refinishing.
