How to pass a lake near to battle tower in pokemon diamond?

I have won pokemon league. Now, I wanna get through a lake near to battle tower. but, there are two men said that I have to go to battle tower. How can i pass those man?? and when the pal park openned?

You have to get the National pokédex, you can get it by completing the sinnoh dex, you must met 150 pokemons in the Sinnoh dex (or 151 with Manaphy) en then go to Prof. Rowan, there you get the info how to get to the Pal park and you get a National pokedex, then the 2 guys at the lake ar also gone!

When you get the national pokedex you can pass through the men.

And if you go near the gate with your pokedex the,then the gate will be opened.

Yeah, to get pass the lake that is near the battle tower. You must complete the Sinnoh Pokedex. Then when you obtain the national pokedex you may surf and pass through the lake near the battle tower. But to get the National Pokedex you must complete the Sinnoh Pokedex. Also the Pal Park is opened when you finish the Sinnoh Pokedex.
