  1. Get a green card.


  2. You HAVE to live in Florida at least a year before you can establish residency. That means as soon as you arrive there, you should get a driver's license or something to prove that you do live there. I had to do the same when I moved there.

  3. Generally, the law is there so that they only get students who grew up in the state (thus, tax dollars from that state are going to support youths from that state).  So you should go to a school in your own state for in-state tuition.

    If you are dead set on FL and getting in-state, you need to establish residency first.  I think this would involve moving there and living and working there for some set time and NOT attending school.  Maybe a year, but I don't know.
