How to play a cd from a different region?

i live in mexico (region 4) and this friend brought me an electro music cd from ibiza (reg. 3?)... and my computer doesnt seem to read it... anyone know wht to do about it?

ive changed the region of the laptops dvd player once, but i dont remember how i did it...

If it's a CD (rather than a DVD) then the region of the DVD drive should not matter in the slightest. Region coding doesn't apply to CDs, only to DVDs.
