Rules vary from league to league but the basics are.

Every player has a flag belt.  The flags are over the hips.  The shirt must be tucked in under the flags and the flags cannot be shortened in any way.

Tackling is done by removing the flag or the belt in some cases.

Blocking usually is only done with the hands and is not very physical, just getting in the way of the other person.

Runners with the ball are not allowed to use their hand to cover their flags and usually cannot make spin moves.

Tackling is prohibited although some allowances are made if someone misses a flag an accidentally trips the runner.

Pretty much the rest of it is just football.
