How to prepare a vegetable garden for next year in NM?

In addition to my question, the people who owned the house prior to me neutralized the soil and now all I get are weeds. How do I supplement this soil? Should I till the area now and add compost or wait until spring? I live in NW New Mexico and now have a greenhouse to extend my growing season. Organically of course.

thebest move is to get each plot covered with 4 inches of old horse manure except the beds which are going to grow roots dont dig at all

Now would be a good time to till it up and add manure (cow is better than horse due to weed seeds). Till the manure and compost into the soil.
