How to press number for dial oversea ?

Question

Normally peoples like press standard 001+country code + city code + phone number (For roaming international which expensive)

But I want to know other number for save money. At the time I living in Australia

Example this real number for live in the Hong Kong call to oversea =021 and live in Singapore call oversea =1562 (For no charge roaming international which Cheap)

I always call Brazil like that and it is really cheap!

Do you have broadband connection?. Ask your ISP if what is the number to dial international connection through your broadband (Voice Over IP, VoIP) using your normal phone. VoIP calls are way cheap but a limited to certain countries.
