How to program into an MP4

Question

I want to install my own program on a special MP4 device, and later copy this MP4 program into other MP4 device.

Do you know which language I need to use in order to do that?
If I need to copy the binary program from 1 device to another what is the way to that ? this copy will be done on the same MP4 type.
