  1. V.D. Will this " NEIGHBOR" be violating any water rights act?

Call or go to your local extention office. You can also use your computer and go to  The U.S. Department of Agriculture for answers.

  2. complain to the local police station

  3. Ask the local town, city or county or Indian council if he has paid for a construction permit for the wall and ask if they know he is stealing your land and they are liable, as well as him, if this is allowed  on your land.

  4. Psychologically, I would suggest "show of force". Buy yourself a rifle and fire it into the air when ever he is around. The louder the better. If he is not impress, use dynamite, just enough not to cause any structural damages. Show him, you are a force to reckon with. All brave men has their own limit, when they will start to run.

  5. Keep it under self cultivation and ask for help at the village level for a right claim other wise legal help

  6. is he building on your land? will his structure cause you any finacial harm? if so you have grounds for a law suite. if youre worried about your neighbor later suing you for your farming practices, dont worry.  you are grandfathered in.  your farm existed first.  as long as you are performing traditional, accepted farming practices he cant complain.
