maybe because when u melt the sand and it turns into a liquid and maybe it is only a solid casing and not soid all the way through....only when it is exposed to oxygen it turns solid

Its very simple... The molecular arrangement in glass is similar to that of a liquid... So it can be considere as a liquid in solid state...
