How to put in animation in photoediting?

I would like to create a photo with some minor animation. here is what I have in mind. I have a still picture of a person and the background changes around here. She is, however, completely still.

I don't really care what photo editing program can do this. I did look at Adobe photoshop and got scared and ran away. Or is this request really the realm of filmmaking and not photoediting?

use Photoshop to do that. Make the person and the background on different layers. It's not that hard. This has nothing to do with filmmaking.
