How to "turn off" Group Policy in Windows Vista Home Premium?

I have Vista Home Premium installed, but i can't do some actions: turn on windows firewall, turn on automatic updates... Every time there says that "some settings are controlled by Group Policy"..... What can I do to "turn off" Group's actions and settings?

  1. It seems like you haven't got sufficient power to do those actions.

    You will have to login to an administrator account, or ask the administrator of your computer, to assign you (or the group you're in) more rights.

    You can edit those groups by going to the control panel and edit the User accounts/groups.

    Also, if you know what you're doing, you can disable User Account Control:
