40-50 and the distance not more than 4kms.

It is true---they are very un-fair in Chennai--if travelers do not know local language,they will have to pay higher fares.If people having White ,Yellow or dark skin(Identifiable as Foreigners) rates are exorbitant.Though living in Chennai, I am ashamed of this.-Authorities also are not very helpful(because of Trade Unions).Do not say American Consulate General(ACG)--say Thosand Lights and get down before Presentation Convent-it is ACG.

No, I don't think it is that cheap, but it shouldn't be more than 150 rupees.It depends, they charge westerners more and seeing as though you want to go to the AMERICAN consulate, im assuming you're a westerner.
