  1. The Aussie Coastguard will have the answers for you. I don't know if they've got cabotage laws like the US or not, which will require citizenship.


  2. Good luck.   I knew a philipine captain who was sailing as a deckhand on a US ship just to get his time in to work his way up to capt. again.
