If by 'normal' you mean incandescent, there's no way to recycle it practically.  It won't pose any harm in the trash either, so just throw it away.

No. They should be taken to your local Household Hazardous Waste center.  Some jurisdictions have permanent daily locations, but others do it on round up days.  They either recycle or safely dispose of them. If it matters to you make sure you ask. To find yours google your county + waste
