  1. Perhaps most developing countries already have the right policies to reduce poverty.  But the implementation and the administration of their policies quite often is so bad that they end up wasting resources instead of helping the people.

This is probably due to the fact that government bureaucracy is a kind of a monopoly that doesn't have any competition.  And without competition, government bureaucrats unnecessarily increase the complexity of rules and regulations in order to create work for themselves and to benefit themselves.  That's how people in all monopolies normally behave.  They do things for their own benefit rather than for the benefit of their customers.

A good way to solve this kind of a problem would be to contract out the implementation and the administration of government policies to private companies.  Private companies would have to compete for these government contracts.  And due to competition, they would naturally strive for simplicity, efficiency, and cost effectiveness.  Which would be the opposite of what government bureaucrats normally do.

  2. Allow freedoms

  3. This answer may not be popular, but is none the less true.  Most country's in abject poverty have a corrupt government.  People have a right and deserve every opportunity to advance their lives and that of their family and citizenry.  As an example, Mexico has about 14 million illegal immigrants in the United States seeking a better life.  Truth is they should be home if they really want things to get better there.  When citizens who are dissatisfied have a safety valve that allows them to escape their poverty nothing in their country really changes.  Those people who desire better must stay in their country and fight to make it better, richer, and more free.  Demanding opportunity and growth from their governments and if possible, changing that government violently.  Charity begins at home because you can give people a hand up but genuine freedom is not given, it is earned by a people demanding their basic rights.
