  1. the easiest way is irfanview

    menu: image ->resize resample...

    done.

  2. Good morning,

    this can be done quite easily, usually within the controls of the camera. First of all, you'll have to go into the menu's of the camera, and look if there's a "quality option", and then go to the smallest one, don't worry, you can still get your good images. They'll just be smaller in size, and be able to put  on like you windows messenger icon. :P I  do this all the time. A bit of advice, when you finished taking the picture to send to your friend, you should turn it back because when you go to take other pictures, and you try to print them they'll come out blurry ( because they aren't big enough)

  3. If you have photoshop, open the picture in photoshop. Then click on File> Save for Web

    When the dialog box opens, adjust the quality option to 50% . Play with it. Then click on save.  Make sure you save it as JPEG format.

    If you don't have Photoshop  open the picture in Microsoft Picture Manager (comes with windows). Go to Edit Pictures, then from right side menu select Compress pictures. They have a bunch of standard options.
