How to reduce the size of photo up to 15K and 110 x 150 pixels?

I'm using Microsoft Office Picture Manager for editing my photo size.

I have tried to reduze the dimension to 106 x 160 but the total size still very high 24.5KB?

I don't understand what's the difference between dimension size (eg. 106 x 160) & size (eg 15K).
