I think maybe not giving a license to everyone without really testing if they can drive. We all know people who drive, with or without licenses, and really should not be behind the wheel.

Limiting where autos and two-wheelers and trucks can travel. Some cities require slow-moving vehicles to use separate service roads or lanes.

Managing traffic via flyovers, service roads and wider roadways.

Ticketing folks who break the rules instead of asking for bribes when they stop drivers. Maybe cameras at intersections would be good.

Have been to Shanghai, which has the best road system that marries traditional means of transportation (carts, bicycles, etc.) with cars. They were not afraid of demolishing old bldgs to make wider roads and planned routes very, very well.
