i'm writting a text about people with no money and conditions. what word can i use to refer to "poor people" but in a formal way?

Have the PC police gotten to you?  When you say someone is poor, it isn't nice or not nice, it is simply a statement of fact.  Only opinions can be derogatory.  I wouldn't worry about it if I were you.

There is nothing terribly disturbing about using the term "poor" or "working poor" either, in my opinion, when used in a compassionate context.  Mother Teresa's life was about serving the poor, that doesn't mean she looked down on them.
