Usually I've seen people go to lawyers to start up a company.  There they can help you with your Certificate of Incorporation" and you'll get a state ID number.  However, I've seen this step skipped from time to time.  You'll have to go to the IRS site www.irs.gov and get an Employer Identification Number (EIN), you can do so online, the Form is SS-4.  Unless you're going to report it through your personal income.  Then go to your state's website, and it'll have a link and some actually have online capabilities so you can register online.  You can also find lots of references from the IRS and your state website to get information on how to start up your company.  Good Luck!
