run cool water on it for a bit to reduce the swelling and numb it a little and pull it out with tweasers.

It belongs to the sort of Cactus:

The large ones are easily removable with tweezers after soaking the hand f.e. in warm ( not hot! )  soap water.

The very thin ones from Opuntia f. e. have hooks and can break. Therefore it`s better to cover them with some wax or glue and remove them when the cover material is hardened.

Or you take a sticky band aid or another medical strip to pull it out.
