try vim cream cleanser or comet powder, just dab some slightly on a paper towel tissue with a drop of water and rub the cd from inside out.   Then polish it clean with windex and paper towel.  It won't eliminate the scratches but it will buff it enough that the cd or dvd won't skip.  Works for me almost 90% of the time.  But sometimes you just can't save the cd no matter what you do.  You'd have to get one of those plastic liquid fillers that one sprays on glasses to fill the scratches also.
