How to remove engine cover for 1995 VW Jetta?

Want to change the spark plugs and seem to need to get the cover off to access #2 and #3 plug.

That is not a cover, its the plenum for the intake manifold. Thats good that you didn't remove it to change the plugs there is no need to.  But if there is ever a time you need to the front has i think its five or three #5 allen/hex key bolts and the rear has one #6 allen/hex key that hold up the plenum. Hope this helps out.
