How to remove nuts/washers from basketball court ?

I have a court and the Backboard broke so we order a new one and i have a socket kit to take it off but it just seems like it not moving i think it because it have a thing in between it and i need to know how to remove it so i can put the backboard

Is it rusted up? You'll need to soak it with Liquid Wrench. You might have to use vice grips rather than sockets.

GM heat valve spray lube and PB Blaster - head on out to the local GM dealer and stop by the auto parts store.
