  1. there is no way to tell you correctly..you didn't mention what type of paint that is on the deck...nor what type of stain/finish is on the deck...we need to know that for some solvents and mixtures will take latex up and not oil and vice versa..that goes with the stain on the deck too..we do not know what based stain it is or the base of the finish on it


  2. You can go to your local pump shop and get a solvent that you spray on, then let it sit for a while, then you can take and power wash it off and that will usually do the job, let the pump place know what you have on your deck, and they will guide you in the right direction.

Try power washing it.Leave for a day.Rent one of those big sanders and sand it.What is still stuck on stays on.Prime everything with oil based primer and then paint.Be careful though.Make sure there is no moisture in the wood because decks usually hold moisture for a long time.If there is moisture your primer or the paint will bubble up and will not stick properly.I'm a painter and I ran into this problem.When i go for the estimate and encounter this i will turn down the job because of the amount of work involved.I cannot charge the amount that is profitable to me simply because the job takes too much time.For you it's much more simple because you are living there.The problem is that everytime it rains I have to wait for a few days for the moisture to evaporate and even then it's not guaranteed.This is a big problem.Moisture.Especially decks.Take your time and do it properly,step by step.
