How to remove this from someones face, is there any software for it...?

I have a question if anyone can help me...is there any software where ppl can remove .... from someone face and can make back the original picture... check link... http://i33.tinypic.com/33w5kys.jpg ... if there is what is the name of software? plz help me.

there is no software that can do what your asking.  Its impossible, because there is not enough information in the photo to derive the face.

Well, Photoshop Elements can do it, but you have to use a tool where it recreates other parts of the picture, so you need to tinker around with it until you can create a consistent picture.
