  1. you could also try these.

    1.boot the pc

    2.press F8 after power on,

    (you will see choices to load windows)

    3.choose last known good configuration.

    also, you can try to SYSTEM restore on windows.

  2. Yes, you need a window disk.

  3. You can try System Restore.

    If using XP you can try and repair your Windows installation with the Windows CD.

    If using Vista, there are a few more Repair options.

    You can always just reinstall using Windows CD.

    Or you can switch over to Linux (I recommend Ubuntu or OpenSuse).

    They come with free LiveCd's for you to try out. You can even use the Live CD to fix the corrupted file by replacing that file from Live CD.
