How to repair rust on a pickup?

I have a 1979 Ford F150 4x4 that has some body problems.

I have removed rust from several places but the metal isn't smooth after I remove the rust. I use steel wool, steel brush, and steel brush that goes on the end of a power drill, I can't get the metal back smooth again. I know there has to be a way to do it I just don't know how. There in places like on the fender and door, its not bad rust, just surface rust and I get the rust off and I just need to know how to make it smooth again. Thanks :)

  1. You will never get rusty sheet metal smooth by just removing the rust.  The rough metal needs an antirust treatment then filler (either plastic resin or lead) which can be sanded smooth.  Follow up by painting to stop future rust.
