How to report a user on wikipedia?

Question

I want to report a user- I feel he's getting threatening and aggressive towards me.

The only thing is, I'd like to do it confidentially, at least until I can be sure that his actions are against wikipedia policy.

Send your complaint directly to the Arbitration Committee at "Arbitration Committee mailing list"

some sort of point of contact... in practice, they
