  1. Definitely contact someone - either your local police department or the Department of Motor Vehicles (or Bureau of Motor Vehicles here in Illinois).  

    I can't believe the previous poster who told you to ignore the situation because that may be the person's only means of getting to work.  It's one thing if a person wants to endanger his or her own life, but when they take a deathtrap out on the road, they're endangering the lives of others, too.


  2. Call the police department and give them the license plate number and tell them what you think is wrong with the vehicle.

  3. Go to NHTSA.gov and you can fill out a report.

  4. DVLA Swansea. or the police.

  5. Be very careful that car may be the only thing that person has to drive to work. If it is your own new car go right ahead contact consumer product safety commission. Just being out in traffic is dangerious and unsafe. I wanted to make a photo album on line called the Heap of the Week  including pictures of cars I saw that I knew were unsafe modified and rusted out even with the licence plates blured out My attorney suggested that I leave that sleeping dog alone.
